Australia launches anti-dumping, countervailing investigations on pipe

Australia’s Anti-dumping Commission has on 31 March initiated trade cases against imports of precision steel pipe from China, South Korea, Taiwan, and Vietnam. This is according to a notice by the Commission monitored by Kallanish.

The Commission will investigate the alleged dumping of the steel products exported to Australia (at prices less than normal value) from China, South Korea, Taiwan and Vietnam. It will also probe whether the goods exported from China and Vietnam were in receipt of countervailable subsidies and that the dumping and receipt of subsidies caused material injury to the Australian industry. The investigation will cover imports of products listed under HS codes 7306.30.00 (statistical code 30), 7306.50.00 (statistical code 45) and 7306.61.00 (statistical code 21) during 1 Jan 2019 – 31 Dec 2019. These include electric resistance welded pipe and tube made of carbon steel comprising circular, rectangular and square hollow sections in metallic coated and non-metallic coated finishes. 

The Commission launched the investigation after receiving a petition from domestic producer, Orrcon Manufacturing Pty Ltd. The anti-dumping and anti-subsidy investigations will look at imports in 2019. It is inviting interested parties to lodge their submissions concerning the trade cases with the Commission by 7 May 2020.

Vietnamese companies related to the lawsuit include Chính Dại Steel Technology Co, Vina One Steel Manufacturing Corp and Tay Nam Steel Manufacturing and Trading Co, local media reported, according to Vietnam’s Trade Remedies Authority.
