MITI conducts anti-dumping investigation on imports of flat rolled products

The government has received a petition requesting for an anti-dumping investigation to be conducted on imports of flat-rolled products of non-alloy steel coated or plated with aluminium and zinc originating or imported from China, South Korea and Vietnam.

The petition was initiated by NS Bluescope Malaysia Sdn Bhd.

In a statement, the Ministry of International Trade and Industry (MITI) said the petitioner alleged that these subject merchandises originating or imported from China, Korea and Vietnam are being dumped into Malaysia at a price much lower than their selling price in the domestic market of the alleged countries and that this is causing material injury to the domestic industry.

“The petitioner claimed that the dumped imports from the alleged countries have increased in terms of absolute quantity and have caused material injury to the domestic industry,” MITI said.

The government has evaluated and determined that there is sufficient prima facie evidence of dumping, injury and causal link and decided to initiate an anti-dumping investigation on imports of flat-rolled products of non-alloy steel coated or plated with aluminium and zinc from the alleged countries.

In accordance with the Countervailing and Anti-Dumping Duties Act 1993 and its related regulations, a preliminary determination will be made within 120 days from the date of initiation.

“If the preliminary determination is affirmative, the government will impose a provisional anti-dumping duty at the rate that is necessary to prevent further injury to the domestic industry,” the ministry said.

In connection with the investigation, MITI will provide a set of questionnaires to interested parties — importers, foreign producers, exporters and associations.

Other interested parties may request for the questionnaires in writing to MITI no later than April 3, 2020.

“Interested parties may also provide additional supporting evidence to MITI before April 17, 2020 to support this investigation. In the event no additional information is received within the specified period, the government will make its preliminary findings based on the available facts,” it added.
