The Dumping and Subsidy Review Committee of Thailand has decided again to suspend anti-dumping duties on cold rolled steel sheet, plated or coated with hot-dipped aluminum and zinc alloys originating in China and South Korea from 1 November.
Following the first suspension that began on 1 May, the measure will leave imports tariff-free for another six months. This means that the five-year anti-dumping duty will not have been charged for the first year it was due to be imposed. The suspension was a response to the uncertainty of the current world steel situation and the domestic steel trade situation, and to reduce the impact of COVID-19 on the domestic economy.
Products involved are under HS codes 72107011, 72107091, 72124011, 72124012, 72124019, 72124091, 72124092, 72124099, 72259990, 72269919, and 72269999, Kallanish notes. Seel flats that use inkjet printing to achieve colour layers, or cold-rolled coated aluminum-zinc steel plate are already excluded from the AD duties.
The AD duties will be implemented on 1 May next year, and are due to end on 30 April 2026. The duties based on cif prices are 40.77% for Chinese exporters, 4.27% for SeAH Steel, 7% for Dongkuk Steel, and 33.63% for all other South Korean exporters.
In 2020, Thailand imported 610,153 tonnes of these products, of which 95.2% was supplied by China and South Korea. Over May-October this year, the first suspension period of the AD duties, import volumes declined 9.8% year-on-year to 424,430t.
