Vietnam’s Ministry of Industry and Trade (MoIT) has decided to impose a final anti-dumping duty against some steel H-beams from Malaysia for five years starting 24 August. Temporary AD duties of 10.2% began in April this year.
The tariff rate was finalised at 10.64%, Kallanish notes from MoIT's announcement on 21 August. These products fall under HS codes 7216.33.11, 7216.33.19, 7216.33.90, 7228.70.10 and 7228.70.90.
H-beam imports originating in Malaysia increased rapidly after Vietnam levied AD duties on Chinese H-beams in 2017. The tariff imposed this time is still lower than that on Chinese products coming into Malaysia.
Vietnam imported 60,428 tonnes of the products in question from Malaysia in 2019 and 31,242t in 2020, accounting for 66.87% and 67.43% respectively of Vietnam's total imports. However, Vietnam stopped importing these products from Malaysia after September 2020, after the AD probe was initiated on 24 August last year.
