The US Department of Commerce (USDOC) preliminarily determined that producers and exporters of circular welded carbon steel standard pipe and tube sold their products at prices lower than normal value during the period of review from May 1, 2019 to April 30, 2020.
According to the ruling, the estimated weighted-average dumping margin for Borusan was set at 26.22%, and this dumping margin of the mandatory respondent Borusan was also set to the five non-selected companies in the preliminary result.
Besides, 14 companies submitted to the USDOC to claim no sales or shipments during the period from June 3 to August 14, 2021. Istikbal, one of the companies that claimed no shipment during the period of review, was found to be part of the single entity, Borusan.
The USDOC found find no record evidence that warrants altering this treatment, and it hasn’t made a preliminary determination of no shipments regarding Istikbal.
