EC seeks input on raw material recycling

As carmakers in the EU and the UK are found guilty of colluding to manipulate vehicle recycling, the European Commission is seeking public input on procurement and recycling guidance.

The EC opened on Tuesday a call for feedback from market participants on “how European companies procure and recycle certain critical raw materials and the interplay with EU competition rules.”

Companies involved in the extraction, processing and recycling of critical raw materials are invited to share their views by 31 May. The exercise will initially focus on 14 materials including aluminium, cobalt, copper, graphite, lithium, manganese, nickel and rare earth elements.

According to a timeline disclosed by the EC, a targeted consultation could be officially launched in the second or third quarters of the year. Officials will publish a policy brief or other form of guidance to the industry by year-end, Kallanish learns.

Last week, the EC selected 47 projects as “strategic” to boost domestic raw material capabilities, some of which focused on recycling. These projects will gain access to financing and faster permitting.

Also on Tuesday, authorities in the EU and the UK unveiled a 15-year scheme run by carmakers and trade bodies ACEA and SMMT to not pay for recycling services and not advertise recycling content in new cars. Fines amounted to over $500 million.
