Taiwan initiates AD probe into Chinese mainland hot-rolled steel

Taiwan's Ministry of Finance has launched an anti-dumping (AD) investigation into certain flat hot-rolled steel imports from Chinese mainland, according to its latest release on March 11.

The ministry is acting on a petition lodged by China Steel Corporation and Dragon Steel Corporation, two major Taiwanese steelmakers, claiming that the imports of these steel flats from Chinese mainland injured Taiwan's local steel industry and requesting the ministry to levy a provisional anti-dumping tariff on such steel products.

Taiwan imported a total of 1.97 million tonnes of steel products from Chinese mainland in 2024, higher by 67% on year, data from China's General Administration of Customs show.

The AD investigation covers the period of January 1 2024 to December 31 2024, and the span may be extended if necessary, according to the release. Chinese mainland steelmakers targeted by the probe include China Baowu Steel Group, Ansteel Group, and Beijing Shougang Co, Mysteel Global notes.

A preliminary probe is set to be conducted within 40 days, followed by a determination within 70 days on whether dumping has occurred. The preliminary results of the AD probe will be announced by the end of June.

The involved products come under customs codes: 7208.25.10, 7208.25.20, 7208.25.30, 7208.26.10, 7208.26.20, 7208.26.30, 7208.27.10, 7208.27.20, 7208.27.30, 7208.36.10, 7208.36.20, 7208.36.30, 7208.37.10, 7208.37.20, 7208.37.30, 7208.38.10, 7208.38.20, 7208.38.30, 7208.39.10, 7208.39.20, 7208.39.30, 7208.52.10, 7208.52.20, 7208.52.30, 7208.53.10, 7208.53.20, 7208.53.30, 7208.54.10, 7208.54.20, 7208.54.30, 7211.13.20, 7211.13.30, 7211.13.40, 7211.14.20, 7211.14.30, 7211.14.40, 7211.19.10, 7211.19.20, 7211.19.30, 7211.19.40, 7211.19.50, 7211.19.60, 7225.30.00, 7225.40.00, and 7226.91.00.
