US CBP: Thai companies evade AD & CVD duties on Chinese OCTG

The US OCTG Manufacturers Association (USOMA) announced that US Customs and Border Protection (CBP) has made a final determination of its Enforce and Protect Act (EAPA) investigations of the illegal transshipment of Chinese oil country tubular goods (OCTG) to evade over US$250 million in anti-dumping (AD) and countervailing duties (CVD).

The investigation, initiated after USOMA’s allegations, found that Thai companies Petroleum Equipment (Thailand) Co., Ltd. and Thai Oil Pipe Co., Ltd. falsely declared Chinese OCTG as Thai origin.

The investigation covered ten US importers receiving the transshipped goods during the period from February 2023 to February 2025.

USOMA estimated that CBP can recover at least US$310 million in duties through the EAPA action, potentially more due to widespread evasion uncovered during the investigations.
