Vietnam’s producers of metallic-coated steel are urging the Ministry of Industry & Trade to accelerate its pending anti-dumping investigation against coated steel imports from China and South Korea, Kallanish notes.
This comes after Vietnam’s AD case targeting Chinese hot rolled coil announced preliminary duties last month of 19.38-27.83% (see Kallanish passim). This has caused HRC prices to rise in Vietnam and galvanisers are concerned about being squeezed by higher raw material costs amid the continued inflow of low-priced imports.
AD measures against Chinese coated steel previously expired in May 2023 and imports from China have surged, accounting for 64-67% of total intake during 2022-2023, Tuoi Tre News quotes Vietnam Steel Association (VSA) chairman Nghiem Xuan Da as saying last week.
This has weakened the Vietnamese steel industry and needs urgent intervention, he says. An AD case was subsequently initiated last year against coated steel imports by Vietnamese galvanisers Hoa Sen Group, Nam Kim Steel JSC, Phuong Nam Sheet Metal, Ton Dong A Corp, and China Steel and Nippon Steel Vietnam.
The Ministry commenced its AD investigation on 14 June 2024 on coated steel products from China and South Korea. A total of 42 tariff lines are targeted and specified under HS codes 7210.41.11, 7210.41.12, 7210.41.19, 7210.49.11, 7210.49.14, 7210.49.15, 7210.49.16, 7210.49.17, 7210.49.18, 7210.49.19, 7210.50.00, 7210.61.11, 7210.61.12, 7210.61.19, 7210.69.11, 7210.69.12, 7210.69.19, 7210.90.10, 7210.90.90, 7212.30.11, 7212.30.12, 7212.30.13, 7212.30.14, 7212.30.19, 7212.30.90, 7212.50.13, 7212.50.14, 7212.50.19, 7212.50.23, 7212.50.24, 7212.50.29, 7212.50.93, 7212.50.94, 7212.50.99, 7212.60.11, 7212.60.12, 7212.60.19, 7212.60.91, 7212.60.99, 7225.92.90, 7226.99.11 and 7226.99.91.
The Vietnamese mills are alleging dumping margins of 69.23% on Chinese imports and 3.41% on South Korean imports.
The ministry has resolved its AD case against HRC despite this being filed later than the coated steel case – in July 2024. HRC is the main input for galvanisers and granting protection to the domestic HRC industry has raised the galvanizing industry’s raw material costs. The VSA urges the AD case on coated steel be resolved quickly to ensure there is fair competition and to minimise losses for the industry.
