Indonesia continues HRC anti-dumping duties

The Indonesian Ministry of Finance is to extend anti-dumping duties on hot rolled coil imported from China, India, Russia, Belarus, Kazakhstan, Taiwan and Thailand for another five years, Kallanish notes.

The decision was made on 31 December 2024, and the measure will be effective from 15 January 2025 to 14 January 2030.

Product impacted is HRC with width no less than 600mm under HS codes 7208.10.00, 7208.25.00, 7208.26.00, 7208.27.11, 7208.27.19, 7208.27.91, 7208.27.99, 7208.36.00, 7208.37.00, 7208.38.00, 7208.39.10, 7208.39.20, 7208.39.30, 7208.39.40, 7208.39.90, ex7208.90.10, ex7208.90.20 and ex7208.90.90.

The anti-dumping duties remain at up to 20%, with Wuhan Iron & Steel (Group) Co and China Steel Corporation still exempted, similar to the result of the second sunset review in 2019 (see Kallanish 25 May 2019).

The Anti-Dumping Committee of Indonesia launched the third sunset review investigation on 6 February 2023 and recommended to continue the tariffs on 19 January 2024.

Indonesia imported around 1.32 million tonnes of HRC from January to November 2024, up 2.9% on-year. Of this, 33.5% was imported from countries under the tariff, up by 7.8% on-year. This excludes Russia and Belarus, which provided zero.
