Malaysia's Ministry of Investment, Trade and Industry (MITI) has initiated a sunset review of anti-dumping (AD) duties on imports of cold-rolled coil (CRC) originating from China, Japan, South Korea and Vietnam, according to a release by the ministry on December 25.
MITI is responding to a petition from a leading local steelmaker, Mycron Steel CRC Sdn Bhd, claiming that the expiry of anti-dumping duties would likely lead to a continuation or recurrence of dumping and injury to the domestic industry.
The targeted products are CRC of iron or non-alloy steel, with a width of more than 1,300 mm, excluding tin mill black plates and those for automotive purposes and use in corrugated finwalls for use in transformers. These products to be investigated come under HS codes: 7209.15.00.00, 7209.16.90.00, 7209.17.90.00, 7209.18.99.00, and 7225.50.90.00.
The final determination of the sunset review will be made within 180 days from the date of the initiation, MITI noted, adding that interested parties must request a questionnaire by next January 8.
Previously, Malaysia had imposed AD duties on these subject products valid from December 25, 2019-December 24, 2024, with a rate of 4.76%-26.38% imposed on CRC shipped from China, 26.39% on those from Japan, 0-3.84% on South Korean CRC, and 7.70%-20.13% on Vietnam-origin coils, Mysteel Global learned.
Over this year's January-November period, China's exports of the products involved in the case totalled about 4.63 million tonnes, of which 84,000 tonnes or 1.82% of the total were exported to Malaysia, data from China's General Administration of Customs show.
Mycron Steel hosts annealing, pickling and CR facilities at Shah Alam, west of Kuala Lumpur, of around 260,000 tonnes/year capacity, Mysteel Global understands. Japanese sources were unavailable for comment on MITI's announcement as Japan has started its Oshogatsu year-end holidays. Japan's second-largest integrated steelmaker, JFE Steel, holds a small 3% share of Mycron and in the past has supplied 100,000 t/y of hot rolled coils to the cold roller.
