EAEU extends Chinese seamless stainless pipe anti-dumping duty

The Eurasian Economic Union (EAEU) has extended anti-dumping measures on the import of Chinese hot-deformed seamless stainless pipe, while it conducts a duty extension review, Kallanish learns from the Eurasian Economic Commission (EEC) internal market protection department.

The investigation was petitioned for by Volzhsky Pipe Plant, the Pervouralsk New Pipe Plant and TMK’s Chelpipe.

The probe was initiated due to the expiration of the existing anti-dumping measure established in December 2019. The amount of the anti-dumping duty is 15.5% of the customs value. The temporary extension for the duration of the probe will expire on 24 September 2025 inclusive.

“The applicable measure was supposed to expire on 31 January 2025. However, EEC received an application, based on the results of which a repeat anti-dumping investigation was launched on 25 September 2024,” it says.

The investigation concerns seamless pipe of circular cross-section made of corrosion-resistant (stainless) steel with an outside diameter of up to 650mm inclusive, manufactured by hot deformation, originating from China and imported to the EAEU. The goods are classified under EAEU TN VED codes 7304 49 100 0, 7304 49 930 1, 7304 49 930 9, 7304 49 950 1, 7304 49 950 9 and 7304 49 990 0.

Last year, the EAEU relaunched an anti-dumping investigation into Chinese cold-formed seamless stainless steel pipe (see Kallanish passim).

In 2021, it extended for five years anti-dumping duties on various seamless pipes from China. The duties range from 12.23% to 31%, depending on the manufacturer. The products in question are OCTG pipe.
