India launches electrogalvanized steel anti-dumping probe

India has initiated an anti-dumping investigation into imports of electrogalvanized steel from South Korea, Japan and Singapore. This follows a request from Noida-based American Precoat Speciality Private that says these imports are preventing the establishment of a domestic industry, Kallanish learns from the Directorate General of Trade Remedies (DGTR).

The product under consideration is flat rolled products of hot rolled or cold rolled steel continuously electrolytically plated or coated with zinc, with or without alloying elements. These fall mainly under HS codes 7210, 7212, 7225 and 7226, although imports have also been made under HS codes 7209 and 7211.

The product is used in the manufacturing of electronic appliances, auto applications, consumer electronics, furniture, HVAC, roofing and siding, ceiling grids, construction, and office equipment, among others.

The applicant claims there are no differences in quality, output and performance of the subject goods imported into India from the subject countries and goods manufactured by the applicant. The applicant also claims it is the sole producer of subject goods in India and a new entrant in the market, having started commercial production of the subject goods in July 2019.

The period of investigation (POI) is from 1 January to 31 December 2020. The injury investigation period for the present investigation will be 2017-18, 2018-19, 2019-20 and the POI.

Last week India extended anti-dumping duties on some hot rolled flat product imports from China, Japan, Russia, South Korea, Brazil and Indonesia, as well as cold rolled flats from China, Japan, South Korea and Ukraine. Those duties do not apply to HR stainless steel, electrolytically-plated or zinc-coated steel, or cladded steel.
