Canada terminates part of Thailand rebar AD probe

Canada's Border Services Agency (CBSA) has issued a termination notice regarding its dumping investigation of certain concrete reinforcing bar exported from Thailand, Kallanish learns from a CBSA press release.

The agency determined that the goods were not dumped by Thai Steel Profile Public Co Ltd.

The CBSA release indicates that a final determination has not been reached into dumping of concrete rebar originating in or exported from Bulgaria, Thailand and the United Arab Emirates.

The subject goods are usually classified under the tariff classification numbers: 7213.10.00.11, 7213.10.00.12, 7213.10.00.13, 7213.10.00.90, 7214.20.00.11, 7214.20.00.12, 7214.20.00.13, 7214.20.00.14, 7214.20.00.21, 7214.20.00.22, 7214.20.00.23, 7214.20.00.24, 7214.20.00.31, 7214.20.00.32, 7214.20.00.33, 7214.20.00.34, 7214.20.00.90, 7215.90.00.20, 7215.90.00.30, 7227.90.00.50, 7228.30.00.51, 7228.30.00.52 and 7228.30.00.53.

The Canadian International Trade Tribunal (CITT) will continue its inquiry into the question of injury to the Canadian industry and will issue its decision by 13 January 2025. For now, provisional duties will continue to be imposed on the subject goods from Promet Steel JSC at 15.9%, Tata Steel Manufacturing (Thailand) at 6.2% and 4.2% for Conares Metal Supply.

Export dumping margins on rebar exported from Bulgaria, Thailand and United Arab Emirates are set at zero.

This investigation was under the Special Import Measures Act (SIMA) and followed a complaint filed by ArcelorMittal Long Products Canada GP, Gerdau Ameristeel Corp and AltaSteel Inc (see Kallanish 7 May).
