The US Department of Commerce (USDOC) announced its preliminary ruling that certain cold-rolled steel flat products from South Korea weren’t sold at prices lower than normal value during the period of review from September 1, 2022, through August 31, 2023.
As a result, Hyundai Steel, POSCO, and KG Dongbu Steel received a weighted average dumping margin of zero.
However, in terms of the countervailing duty (CVD) case, the USDOC preliminarily determined that subsidies were provided to South Korean producers and exporters of the subject products during the review period from January 1, 2022, through December 31, 2022.
The subsidy rate is 1.48% for POSCO, 1.73% for KG Dongbu Steel, and 2.21% for Hyundai Steel.
At the same time, the USDOC rescinded the CVD review on 45 companies based on the timely withdrawal of review requests and no suspended entries of subject products during the review period.
The results of the AD and CVD reviews are scheduled to be released no later than 120 days after the publication of the preliminary rulings.
