Korea starts anti-dumping investigation on Chinese plate

The Korea Trade Commission started an anti-dumping investigation on hot-rolled carbon or other alloy steel plate from China on 4 October. The preliminary review is expected to last three months.

The involved plate is not less than 4.75mm thick and not less than 600mm and comes under HS codes 7208.51.1000, 7208.51.9000, 7208.52.1000, 7208.52.9000, 7225.40.9010, 7225.40.9091, and 7225.40.9099. The dumping investigation period for this case is from 1 July 2023 to 30 June 2024 and the injury investigation period is from 1 January 2021 to 30 June 2024.

This investigation was in response to Hyundai Steel’s application to put AD duties on plates from China as the Korean domestic industry is suffering or is likely to suffer substantial damage due to the dumped imports. The dumping rate it claimed was 25.89%, Kallanish notes. Five selected investigated suppliers, Shagang International Singapore Pte. Lt, Sino Commodities International Pte. Ltd, Howa Trading Co. Ltd, Xisc Singapore Pte. Ltd. and Xiamen ITG AI Cloud Solutions Co. Ltd, accounted for 58.81% of related shipments from China to Korea in the investigation period.

China exported 119,491 tonnes of plate with thickness more than 50mm and 475,651t plate with thickness between 10 to 20mm in the year-to-date through August in 2023, according to Chinese customs. The shipment of the former slipped 30% to 83,277t in January to August this year and there was no record of the latter. This investigation should not have significant impact on the Chinese plate sector according to one market source.
