Thailand considers extending duties on Chinese boron HRC

The Trade Interests and Remedies Division of Thailand's Department of Foreign Trade (DFT) has released a draft decision to extend existing anti-dumping measures on flat hot rolled steel products with boron-added from China. An oral hearing on the draft will be held on 1 September.

According to an official document released by the DFT, Thailand plans to extend anti-dumping duties on flat hot rolled steel added boron in coils and not in coils imported from China for another five years. The products involved shall have a boron content of more than 0.0008%, a thickness of 0.9 to 50 millimetres, and a width of between 100 and 3,048mm.

In December 2012, Thailand made an affirmative ruling on the case and implemented AD duties on the products originating from China. The measures then were extended by five years in December 2018, and due to expire after 12 December 2023. In August 2023, Sahaviriya Steel Industries Public Company Limited, the sole producer of this product in Thailand with annual capacity of 1 million tonnes/year of this product, has again applied to the DFT for a review, and the AD measure has been extended for one year until 12 December 2024.

The corresponding customs HS codes of the products include: 7225.30.90.022, 7225.30.90.023, 7225.30.90.024, 7225.30.90.032, 7225.30.90.090, 7225.40.90.024, 7225.40.90.090, 7226.91.10.022, 7226.91.10.023, 7226.91.10.024, 7226.91.10.032, 7226.91.10.090, 7226.91.90.022, 7226.91.90.023, 7226.91.90.024, 7226.91.90.032, 7226.91.90.090.

The DFT found that the product from China was being dumped in Thailand at a margin of 36.85% based on cif prices, Kallanish notes. It recommended imposing anti-dumping duties of 14.28% and 19.47% of cif prices on Wuhan Iron & Steel and Rizhao Steel Wire, respectively. However, imports used for re-export trade and for export production, which comply with the Thai Industrial Estates Act, the Investment Promotion Act and the Customs Act, will be exempted from tax.

According to DFT's report, Thailand has in total imported 1.33mt, 0.97mt, 1.44mt, 1.24mt and 1.4mt of above products during 2019-2023, including 22%, 15%, 11%, 36% and 29% of imports from China.
