Thailand slaps 30.91% duty on Chinese alloy HRC

Thailand’s Department of Foreign Trade (DFT) has announced anti-dumping duties of 30.91% on alloy-added hot rolled coil from China, Kallanish notes. This is an extension of ongoing anti-dumping duties on Chinese hot rolled coil.

DFT had opened an anti-circumvention investigation against alloy-added HRC from 17 producers in China on 16 Sep 2023 (see Kallanish passim). The department was investigating whether the subject products were circumventing existing anti-dumping duties by adding alloys to the HRC products and bringing in the imports under different HS codes.

The targeted products in the latest investigation fall under HS codes 7225.3090.022, 7225.3090.023, 7225.3090.024, 7225.3090.042, 7225.3090.090, 7225.4090.034, 7225.4090.090, 7226.9110.022, 7226.9110.023, 7226.9110.024, 7226.9110.042, 7226.9110.090, 7226.9190.022, 7226.9190.023, 7226.9190.024, 7226.9190.042, and 7226.9190.090.

The Department has made an affirmative determination and announced on 1 August that anti-dumping measures of 30.91% would also be imposed on the alloy-added HRC from China as “an extended measure,” a DFT official tells Kallanish. The anti-dumping duties would apply retroactively from September last year.

This antidumping measure will follow the time schedule of the existing 30.91% anti-dumping tariffs on hot rolled coil from China. With the last review on Chinese HRC conducted in July 2023, the measures on alloy-added HRC from China will also be reviewed around July 2028, he says.

The latest duties are directed at 0.03% titanium-added hot rolled coil from China, a Thai trader says. The exporters added titanium into HRC to escape the existing anti-dumping duties on non-alloy carbon HRC and Boron-added HRC imports. Certain exemptions for the imposition of the duties apply and these include if the imports are used in products for re-export or used for making spiral pipe of 18mm and up thickness and 1,600mm width, he notes.
