Australia's Anti-Dumping Commission has initiated anti-dumping (AD) and countervailing duty (CVD) investigations on interchangeable bolted clipping system (IBC) brackets imported from China, according to a release on June 25 by the country's Department of Industry, Science, Energy and Resources.
The investigations were in response to an application from Abey Australia Pty Ltd., a manufacturer of interchangeable bolted clipping system clip-heads, which alleged the goods have been exported to Australia at prices less than their normal value and were in receipt of countervailable subsidies.
The target goods, regardless of whether they are galvanized or include nuts and bolts, fall under various types of galvanized HRC (grade Z275) with thicknesses ranging from 1-4 mm.
The relevant HS codes are 7326.90.90.60, 7318.15.00.51, 7318.15.00.52, 7318.15.00.56, 7318.15.00.57, 7318.15.00.58, 7318.15.00.59, 7318.15.00.60, 7318.15.00.62, 7318.15.00.63, 7318.15.00.64, 7318.15.00.65, 7318.15.00.66, 7318.15.00.68, 7318.15.00.69, 7318.15.00.70, 7318.15.00.71, and 7318.15.00.90.
The investigation period spans from April 1, 2023, to March 31, 2024, with a final statement expected by November 27, 2024, to determine whether duties should be imposed. Interested parties are invited to submit written responses concerning this inquiry to the commission by August 1.
The subsidy claims on Chinese brackets and clip-heads are simple assertions, that lacked basic evidence with regard to existence, amount and nature of the subsidy in question, said Fan Xi, an official at China's Ministry of Commerce, in an immediate submission to the Australian Anti-Dumping Commission on June 27.
