The Customs Tariff Committee of the China State Council has decided to stop tariff concessions towards some hot and cold rolled coils, galvanized steel and silicon steel products from Taiwan from 15 June this year. The committee believes that Taiwan has continuously violated the Economic Cooperation Framework Agreement (ECFA) between Taiwan and mainland China, Kallanish notes.
Steel products under HS codes 72082790, 72091691, 72091699, 72091791, 72091799, 72103000, 72104910, 72104990 and 72251900 will be impacted by this change. The most-favoured-nation tariff rate and normal tariff rate imposed by China on these products is from 3-8% and 14-20%,. Taiwan has been exempted from these according to the ECFA. China has imported 69,531t of products falling under the above HS codes from Taiwan for the first four months of this year, more than double than the previous year.
Taiwan has set anti-dumping duties on certain galvanized steel or zinc alloys and carbon steel plate imported from China since 22 August 2016 for five years and has extended once on 14 September 2022 for another five years. The tariff for galvanized steel under HS codes 72103000, 72104100, 72104900, 72106100, 72109090, 72122000, 72123000, 72125090, 72259100, 72259200, 72259910 and 72269920 from China is 43.38%. Fujian Kaijing New Technology Material is exempt. For carbon steel plate under HS codes 72085110, 72085120, 72085130, 72085140, 72085210, 72085220, 72085230, 72089010, 72089021, 72089030, 72089040, 72111410, 72111420, 72111430, 72111440, 72254000 and 72269100 from China the rate is 59.57% (see Kallanish passim).
Mainland China has warned Taiwan on its violation last December, when it suspended tariff concessions on 12 categories of chemical products. Taiwan retained its AD measures, and now Beijing is enlarge the range of products which pay tariffs to 134 categories, including the above steel products.
