The Eurasian Economic Commission (EEC) has extended the validity of the anti-dumping duty on cold-deformed seamless stainless steel pipe from China and Malaysia until 22 January 2029, according to an official statement from the EEC trade bloc.
Simultaneously, the rate of the anti-dumping duty has been increased to 29.39%, up from the previous 19.15%, Kallanish notes from the statement.
This decision comes as a result of a re-examination of the anti-dumping investigation initiated by the Department of Internal Market Protection in March 2023, due to the expiration of the applied measure. This was based on a request from Chelyabinsk Pipe Rolling Plant, Pervouralsk New Pipe Plant, TMK-INOX, and CyberSteel, supported by Kazan Pipe Rolling Plant.
In 2013, an AD duty on cold-deformed seamless stainless steel pipe from China was established at 19.15% of the customs value. In 2017, the scope of this measure was expanded to include Malaysia. In 2018, it was extended for an additional five years, and in September 2023, it was prolonged for the duration of a re-investigation until 5 March 2024.
The member states of the Eurasian Economic Union are Russia, Armenia, Belarus, Kazakhstan and the Kyrgyz Republic.
