Thailand reviews Chinese boron-added hot rolled steel

Thailand has initiated the second anti-dumping (AD) sunset review investigation on flat hot rolled boron-added steel in coils and not in coils from China, Kallanish notes.

The products involved shall have a boron content of more than 0.0008%, a thickness of 0.9 to 50 millimetres, and a width of between 100 and 3,048mm.

These products are classified under HS codes 7225.30.90.022, 7225.30.90.023, 7225.30.90.024, 7225.30.90.032, 7225.30.90.090, 7225.40.90.024, 7225.40.90.090, 7226.91.10.022, 7226.91.10.023, 7226.91.10.024, 7226.91.10.032, 7226.91.10.090, 7226.91.90.022, 7226.91.90.023, 7226.91.90.024, 7226.91.90.032, and 7226.91.90.090.

In December 2012, Thailand made an affirmative ruling on the case and implemented AD duties on the products originating from China. The measures then were extended by five years in December 2018, due to expire after 29 November this year.

The duty rate is 19.47% based on the cif prices of the imported products, while Wuhan Iron & Steel under Baowu and Rizhao Iron & Steel only face a duty rate of 14.28%.

Over January-October this year, Thailand imported 538,922 tonnes of the products from China, surging 41.1% from a year earlier. Meanwhile, the market share of Chinese materials grew from 36.2% to 43.2%.
