The Indian government has mandated steel ministry approval for imports of steel that have not been cleared by the Bureau of Indian Standards (BIS), the ministry informs in a circular seen by Kallanish.
“All the steel importers importing steel without a BIS licence [must] mandatorily apply and seek clarification from the Ministry of Steel through the Quality Control Order [QCO] Portal for each and every imported steel consignment,” the ministry informs.
“The QCO mandates that all the steel products imported into the country must have a BIS licence or certification, be accompanied by a mill test certificate, and be marked with an ISI and BIS licence number,” the ministry adds.
For the smooth implementation of QCO, the ministry formed a technical committee in October 2018. The committee will be responsible for the examination and analysis of the applications received for the issuance of clarification on whether products imported without the BIS certification are covered under QCO or not.
According to the existing policy, BIS certification is granted to qualified foreign steel manufacturers. Once an importer receives steel products from a BIS-certified manufacturer, government officials verify the goods at the Indian port before they can be sold on the market.
