Thailand opens AD circumvention probe into Chinese flats

Thai Commerce Ministry’s Department of Foreign Trade (DFT) has announced the opening of an anti-dumping circumvention investigation on Chinese hot rolled steel sheets in coils and non-coils, Kallanish notes.

The probe is in response to a joint request from four domestic steelmakers. They are Sahaviriya Steel Industries PLC, GJ Steel, G Steel and Sahaviriya Plate Mill PLC.  

DFT’s announcement states that the request has evidence showing that there is a basis for circumvention of the AD measures.

The targeted goods are under HS codes 7225.30.90.022, 7225.30.90.023, 7225.30.90.024, 7225.30.90.032, 7225.30.90.090, 7225.40.90.024, 7225.40.90.090, 7226.91.10.022, 7226.91.10.023, 7226.91.10.024, 7226.91.10.032, 7226.91.10.090, 7226.91.90.022, 7226.91.90.023, 7226.91.90.024, 7226.91.90.032 and 7226.91.90.090.

The AD duties were first announced in 2012, and then extended in 2018. Currently, the duty rate is 14.28%-19.47% of cif prices.

Between January and July this year, Thailand imported 433,305 tonnes of these products from China, surging 36.8% from a year earlier. Meanwhile, China's market share rose to 44.9%, compared with 36.8% in 2022.
