The Climate Change Administration (CCA) of the Ministry of Environment (MOENV) was officially inaugurated on August 22. It is the first institution in Taiwan dedicated to climate change, listing the introduction of carbon taxes as an important task.
Dr. Ling-Yi Tsai, director-general of the CCA, said that 2023 is a critical year for Taiwan to move towards net-zero emissions. Taiwan’s carbon tax will be charged based on the annual carbon emissions next year and will be levied in 2025, one year later than previously planned by the Environmental Protection Administration (EPA).
In this regard, Dr. Ling-Yi Tsai explained that the relevant sub-laws are still being formulated. Based on the principle of non-retroactive regulations, it was determined that the carbon tax will be officially levied next year on the basis of 2024’s carbon emissions. The decision is also to give companies enough time to prepare for the carbon tax budgets.
Since the EU expects to launch the Carbon Border Adjustment Mechanism (CBAM) in 2026, Taiwan’s start to collect carbon taxes in 2025 can still connect to the CBAM schedule.
After being passed in the Legislative Yuan after three readings, the EPA, established in 1987, was upgraded to the Ministry of the Environment.
