USDOC makes negative final ruling on AD duty circumvention inquiry on Vietnam’s steel pipes

The US Department of Commerce (USDOC) determined that certain circular welded carbon steel pipes and tubes and circular welded non-alloy steel pipes imported into the US during the period of investigation from January 1, 2017 to December 31, 2021 were not circumventing the anti-dumping duty (AD) orders on these subject products from Taiwan since they weren’t made in Vietnam using Taiwan-origin hot-rolled steel.

This circumvention inquiry was launched on August 4, 2022, based on requests submitted by Atlas Tube Inc., Bull Moose Tube Company, Maruichi American Corporation, Nucor Tubular Products Inc., Searing Industries, Vest Inc., Wheatland Tube Company, the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union (USW).
