Malaysia extends AD measure on cold-rolled stainless steel from 4 countries

On July 26, 2023, the Ministry of Investment, Trade, and Industry (MITI) of Malaysia issued its final determination of the first anti-dumping (AD) sunset review on cold-rolled stainless steel in coils/ sheets originating in or imported from China, South Korea, Taiwan, and Thailand, deciding to maintain the AD measure on the subject goods from the four countries.

The AD duty rate is 2.68% for China's Shanxi Taigang Stainless Steel and 23.95% for other Chinese producers/exporters, 4.44% for South Korea's POSCO, and 7.27% for other producers/exporters in the country.

For Taiwan, Tang Eng is subject to 7.78%, Walsin Lihwa is 2.79%, and all other Taiwanese producers/exporters' duty rate is 14.02%. Thailand's POSCO-Thainox has a rate of POSCO-Thainox, and other producers/exporters have 111.61%.

This AD measure will be valid for five years, from July 27, 2023 to July 26, 2028.

There are some producers/exporters exempted from the AD duty imposition, including South Korea's Hyundai BNG Steel and Hyundai BNG, and Taiwan's Chia Far Industrial Factory and Yieh United Steel Corporation.

The products involved are cold rolled stainless steel in coils, sheets, or any other form in a thickness from 0.3mm to 6.5mm and a width of not more than 1,600mm, excluding bright annealed (BA), No. 8 (mirror finished), embossed, rigidised, etched or colored finishes, or products with a hardness value of more than 250HV.
