The UK government has agreed with the Trade Remedies Authority (TRA)’s recommendation to extend China-origin heavy plate anti-dumping duties for another five years from 1 March 2022.
The TRA issued its final determination on Wednesday after recommending in February to maintain the 65.1-73.7% ad valorem anti-dumping duties on China-origin heavy plate (see Kallanish passim). At the time, UK Steel director general Gareth Stace said the move was “hugely significant for the UK industry”.
The UK industry for heavy plate steel consists of two producers, Spartan UK Ltd and Liberty Steel Dalzell Ltd, who collectively employ around 300 people. The TRA’s investigation found that injury to the UK industry would recur if the anti-dumping amount was no longer applied. As a result, UK producers would be unlikely to be able to compete and this could result in the closure of their plants in North Lincolnshire and North Lanarkshire.
The products affected come under HS codes 72 08 51 20 10, 72 08 51 91 10, 72 08 51 98 10, 72 08 52 91 10, 72 08 90 20 10, 72 08 90 80 20, 72 25 40 40 00, 72 25 40 60 10 and 72 25 99 00 45.
