The Eurasian Economic Union (EAEU) has extended the anti-dumping duty on polymer-coated steel products imported from China for another five years, says the Internal Market Protection Department of the Eurasian Economic Commission (EEC).
The measure is due to expire on 15 September 2023. The anti-dumping duty is from 6.98% to 20.2% of the customs value, depending on the manufacturer, Kallanish notes.
The duty expiration review was announced in September last year. Among the initiators are MMK, MMK-Lysvensky, Severstal and NLMK.
The object of the investigation is cold rolled coil with a thickness of more than 0.2mm, but not more than 2mm, and a width of more than 50mm, with a polymer coating. Also being probed is cold-rolled galvanized steel with a thickness of more than 0.2mm with a polymer coating. These come under HS code headings 7210, 7212 and 7225.
“During the investigation period, against the background of a decrease in the volume of apparent consumption of goods by 12.9%, the volume of imports of goods from China showed an increase of 17.1%,” EEC says. “Taking into account the attractiveness of the EAEU market, there is a possibility that the termination of the anti-dumping measure in the short term will lead to a significant increase in imports of goods and will put pressure on the prices of goods produced by EAEU metallurgical enterprises. It is proposed to extend the duration of the anti-dumping measure for five years.”
The initial anti-dumping measure for CRC with a polymer coating produced in China was established on 24 May 2012.
