UK extends China rebar anti-dumping duty

The UK has extended until 30 July 2026 the 18.4-22.5% anti-dumping duties on Chinese-origin rebar, following the Trade Remedies Authority (TRA)’s final recommendation to that effect, Kallanish notes.

The measures concern products under HS codes 72 14 20 00 10, 72 28 30 20 10, 72 28 30 41 10, 72 28 30 49 10, 72 28 30 61 10, 72 28 30 69 10, 72 28 30 70 10 and 72 28 30 89 10.

The UK imported only 3,600 tonnes of Chinese rebar in the period of investigation, 1 April 2020 to 31 March 2021. However, TRA says, that “on the balance of probabilities, both conditions and incentives for dumping exist. We therefore assess that, should the measure be revoked, dumping is likely to recur.” Injury would also likely recur, the authority says in its final recommendation published this week.

TRA initially indicated last July that falling imports from Russia and Belarus could cause significant issues to the supply chain and have a damaging effect on the UK’s construction industry. It therefore recommended the Chinese duty revocation (see Kallanish passim). UK Steel responded with some strongly-worded criticism of the decision. TRA consequently made a U-turn on its decision in September, launching a further probe.

This was because new data showed falling levels of imports from Russia and Belarus were being compensated for by rising imports from other countries, such as Portugal, Spain and Turkey. In addition, forecasts for the UK economy declined since the initial analysis was conducted, meaning the TRA expected demand from the UK construction industry to grow less rapidly.
