The Directorate General of Trade Remedies (DGTR) has extended the time limit for completion of an anti-dumping investigation concerning imports of stainless-steel seamless tubes and pipes originating and exported from China. According to DGTR’s notification, the timeline for ongoing investigation has been extended till 24 September 2022, Kallanish notes.
India in September 2021 initiated a sunset review of anti-dumping duties on stainless-steel seamless tubes and pipes from China. This follows a request from India’s Chandan Steel, Tubacex Prakash India and Welspun Speciality Solutions on behalf of the domestic steel industry.
The products under consideration are stainless-steel seamless tubes and pipes. They are of diameter up to and including 6 inches, whether manufactured using a hot extrusion or piercing process and whether sold as hot finished or cold finished pipes and tubes. They also include goods imported in the form of defectives, non-prime, or secondary grades. These fall mainly under Chapter 73 under HS codes of 7304.
The product is used for structural purposes to transfer liquids and gases. These products are mainly used in the oil and gas industries, petrochemicals and refineries, atomic energy, power generators, aerospace, and defence applications.
The applicants claimed that the goods produced by the domestic industry are identical to those exported by China to India. The goods are identical in technical specifications, manufacturing process, and technology, function and uses, pricing, distribution, and marketing.
The period of investigation (POI) is from 1 April 2020 to 31 March 2021. The injury investigation period for the present investigation will be 2017-18, 2018-19, and 2019-20 in addition to the POI.
