US initiates AD & CVD circumvention investigation on Vietnam’s steel pipes

The US Department of Commerce (USDOC) has initiated a circumvention investigation of the anti-dumping (AD) and countervailing duty (CVD) orders to determine whether imports of certain steel pipes from China, South Korea, India, and Taiwan, which are completed in Vietnam from hot-rolled steel produced in the above four countries are circumventing the AD and CVD orders imposed on them.

The products involved in this case included circular welded carbon quality steel pipe from China, circular welded non-alloy steel pipe from South Korea, welded carbon steel standard pipes and tubes from India, welded carbon steel pipes and tubes from Taiwan, circular welded non-alloy steel pipe from Taiwan, light-walled rectangular pipe and tube from China, light-walled rectangular pipe and tube from South Korea, and light-walled welded rectangular carbon steel tubing from Taiwan.

The USDOC will announce the final circumvention determination within 300 days from the date of publication of the initiation notice of this circumvention investigation in the Federal Register.

The petitioners of this inquiry were Atlas Tube Inc., Bull Moose Tube Company, Maruichi American Corporation, Nucor Tubular Products Inc., Searing Industries, Vest Inc., Wheatland Tube Company, the United Steel, Paper and Forestry, Rubber, Manufacturing, Energy, Allied Industrial and Service Workers International Union (USW).
