Pakistan initiates Chinese billet anti-dumping sunset review

Pakistan has initiated a sunset review of its anti-dumping duties on imports of square billet originating in or exported from China. This follows a request from Amreli Steels (ASL), Agha Steel Industries (ASIL), and Mughal Iron & Steel Industries, on behalf of the domestic industry, Kallanish notes.

The application is filed in response to the notice of impending expiry of the anti-dumping duty imposed on continuously cast billet from China. The notice of impending expiry was published in the Official Gazette on 8 March.

The anti-dumping duty imposed on dumped imports of CC billet from China will remain in force pending the outcome of the review.

“The applicants have claimed that there is a likelihood of continuation or recurrence of dumping of the product under review into Pakistan by the exporters/foreign producers from China which may lead to continuation or recurrence of injury to the domestic industry,” says Pakistan’s National Tariff Commission. “The applicants have provided in application sufficient information and evidence in accordance with the provisions of the act.”

The product under review includes CC billet used by re-rolling mills in the production of steel bars, wire rods, beams, channels and T-iron.

These fall mainly under HS codes 72071110, 72071190, 72071210, 72071290, 72071910,72071920, 72071990, 72072010, 72072020, 72072090, 72241000 and 72249000.

The sunset review will be conducted based on information for the last three years, starting January 2019 and ending December 2021.
