The European Commission (EC) plans to impose definitive anti-dumping duties on imports into the European Union of hot-dip galvanized steel coils from Russia and Turkey, following an investigation into alleged dumping, according to a May 10 Commission document sent to interested parties.
The Commission said in the general disclosure document seen by S&P Global Commodity Insights that in view of the conclusions reached with regard to dumping, injury, causation and Union interest, and in accordance with Article 9(4) of the basic Regulation, definitive anti-dumping measures should be imposed in order to prevent further injury being caused to the Union industry by the dumped imports of the product concerned.
"Anti-dumping duties should be set in accordance with the lesser duty rule," it added.
The definitive anti-dumping duty rates, expressed on the CIF Union border price, customs duty unpaid, are put as follows: Russia's PJSC Magnitogorsk Iron and Steel Works 36.6%; Russia's Novolipetsk Steel 10.3%; Russia's PAO Severstal 31.3%; all other Russian companies 37.4%; Turkey's MMK Metalurji 10.6%; Turkey's Tat Metal 2.4%; Turkey's Tezcan Galvaniz 11.0%; other cooperating Turkish companies 8.0% and all other Turkish companies 11.0%.
Interested parties are being granted a period within which they can make representations subsequent to the EC's latest disclosure.
The EC did not formally confirm the decision to impose definitive AD duties when contacted by Commodity Insights May 11.
The EC opened the investigation into HDG imports from Russia and Turkey in June 2021 to determine whether products were being dumped and if those imports caused injury to EU producers, as previously reported by Commodity Insights.
EU countries remained Turkey's top destinations by far for coated coil exports in 2021, despite quotas and the antidumping investigation.
According to data from the Turkish Statistical Institute, or TUIK, Spain was Turkey's main coated coil buyer in 2021, importing 600,000 mt, up 62% year on year, while exports to Italy reached 205,000 mt, up 81%.
Belgium was Turkey's other main coated coil buyer in 2021, importing 208,000 mt, down 9% year on year, while Portugal imported 162,000 mt, double year on year.
The EC's latest AD duty decision could in coming months limit Turkish mills' HDG exports to the region, which is currently experiencing a downturn in demand for this product.
HDG prices of Turkish mills were assessed by Commodity Insights May 6 at $1,125/mt EXW, down $40/mt on week, on sluggish demand.
Due to the military aggression by Russia against Ukraine, the EU has already imposed successive packages of sanctions against Russia which have also covered steel products, including HDG.
