The US Department of Commerce on Monday issued final affirmative determinations in its antidumping and countervailing duty investigations of imports of carbon and alloy steel threaded rod from China and India.
As a result, steel threaded rod producers from China were assigned final weighted-average dumping margins ranging from 4.26% to 59.45% and final subsidy rates ranging from 31.02% to 66.81%. Threaded rod exports from India received final dumping margins ranging from 2.47% to 28.34%, as well as final subsidy margins ranging from 6.07% to 211.72%.
If the US International Trade Commission issues an affirmative injury determination in its investigation, Commerce will issue the final AD and CVD orders. The ITC is currently scheduled to issue its final determinations in the case on March 23.
In 2018, US imports of carbon and alloy steel threaded rod from China and India were valued at an estimated $104.7 million, and $35.8 million, respectively, according to Commerce.
Vulcan Threaded Products petitioned Commerce to probe threaded rod imports from these countries, as well as Taiwan and Thailand, in late February 2019.
Commerce issued final dumping margins of 32.32% and 20.83% for Taiwan and Thailand, respectively, in late 2019. The ITC issued final affirmative injury determinations with respect to Taiwan and Thailand.
